Procurement Process
How we buy supplies and services
For supplies and services valued between £501 and up to £5,000 a pricing agreement should be reached prior to purchasing
For contract values for supplies and services valued between £5,001 and up to £50,000 we will use an existing IFLAIR or national framework or we will seek a minimum of 3 quotes/tenders. Normally we will use the Public Contracts Scotland (PCS) Quick Quote facility for these contract values, although a Single and Dual Stage tender process may be carried out if required.
You can register as a potential supplier on the Public Contract Scotland website https://www.publiccontractsscotland.gov.uk/register/register_start.aspx and once registered, you will receive notifications of suitable contract opportunities for your area of interest.
For contract values for supplies and services over £50,000, and under the EU threshold (see below), an existing IFLAIR or national contract will be used or the opportunity will be advertised through the PCS website via a Single or Dual Stage Tender.

Contracts above EU Thresholds
For contract values over the EU thresholds for goods, services and works, we will use an existing IFLAIR or national framework or an Open or Restricted Tender will be carried out, and we will advertise the contract opportunity on the PCS website and the Official Journal of the European Union (OJEU).
You can find guidance and explanations the above terms and the EU Threshold values on the Scottish Government’s pages about Public Sector Procurement. https://www.gov.scot/policies/public-sector-procurement/
